Pr\u00e9vention de la mise en marche inopin\u00e9e (derni\u00e8re \u00e9dition : 2017)<br \/>\n<strong>ANSI ASSE Z244.1 :<\/strong> Ma\u00eetrise des \u00e9nergies dangereuses &#8211; Verrouillage, \u00e9tiquetage et m\u00e9thodes alternatives (derni\u00e8re \u00e9dition : 2016)<\/p><\/blockquote>\n<p>L&rsquo;\u00e9nergie dangereuse comprend les \u00e9nergies g\u00e9n\u00e9r\u00e9es par l&rsquo;\u00e9lectricit\u00e9, le pneumatique, l&rsquo;hydraulique, la gravit\u00e9, les produits chimiques, les gaz de combustion (m\u00e9thane), etc.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<\/div>            <\/div>\n        \n        \n                <div class=\"clear-both\"><\/div>\n        \n\n    <\/div>\n        <\/section>\n\n    \n\n\n\n\n    \n        <section\n            data-name=\"Contenuto testuale con immagine\"\n            class=\"bow-gte-testo-media u-spacer-base\"\n            id=\"\"\n        >\n            \n<div class=\"o-text-media px-side-spacer sm:px-side-spacer-sm lg:px-side-spacer-tablet 2xl:px-side-spacer-desktop flex flex-wrap items-start md:block\">\n\n    \n                    <div class=\"mb-6 relative w-full md:mb-4 lg:mb-8 xl:mb-9\">\n                \n        <div                class=\"m-headings\"\n            >\n    \n    \n<h2 class=\"a-heading text-left text-primary font-heading text-2xl lg:text-3xl xl:text-4xl font-normal mt-2 first:mt-0\">\n                    Le principe de l&rsquo;\u00e9nergie z\u00e9ro    <\/h2>\n        <\/div>\n                <\/div>\n        \n        \n                    <div class=\"relative w-full\">\n                \n<div class=\"a-text font-text text-base normal mt-8 first:mt-0 space-y-4\">\n    <p>Le principe de l&rsquo;\u00e9nergie z\u00e9ro est simple : lorsque vous devez acc\u00e9der \u00e0 une zone confin\u00e9e (dangereuse) d&rsquo;une machine, isolez et dissipez toute l&rsquo;\u00e9nergie et \u00e9vitez que quelqu&rsquo;un n&rsquo;en remette une partie sous tension en pla\u00e7ant votre verrou personnel (verrouillage). Placez une \u00e9tiquette pour que l&rsquo;on puisse vous contacter (d\u00e9connexion). Avant de commencer \u00e0 travailler, assurez-vous que la partie sur laquelle vous travaillez est effectivement hors tension (Testout).<br \/>\nDans des pays comme les \u00c9tats-Unis, le Canada et le Royaume-Uni, les lois sociales (\u00e9quivalent du D.Lgs 81\/08 en Italie) exigent l&rsquo;application d&rsquo;une telle technique. L&rsquo;application de la m\u00e9thodologie de la d\u00e9connexion dans ces pays est donc largement r\u00e9pandue.<br \/>\nEn Italie, comme dans de nombreux pays europ\u00e9ens, la m\u00e9thodologie est indiqu\u00e9e dans des normes techniques (qui ne sont pas obligatoires). Cela fait de la d\u00e9connexion l&rsquo;exception plut\u00f4t que la r\u00e8gle.<\/p>\n<p><strong>La consignation d&rsquo;un \u00e9quipement de travail<\/strong> doit prendre en compte les diff\u00e9rentes \u00e9nergies en pr\u00e9sence (\u00e9lectrique, fluidique ou m\u00e9canique) afin de mettre et de maintenir une situation en s\u00e9curit\u00e9. La m\u00e9thode est aussi appel\u00e9e <strong>Cadenassage.<\/strong><br \/>\nLeur consignation n\u00e9cessite des proc\u00e9dures particuli\u00e9re qui peuvent etre imbriqu\u00e9es et dont l&rsquo;ordre est fonction de l&rsquo;analyse des risques li\u00e9s \u00e0 l&rsquo;op\u00e9ration sur l&rsquo;\u00e9quipement (exemple: la consignation m\u00e9canique des pales d&rsquo;un ventilateur n\u00e9cessite au pr\u00e9alable la consignation \u00e9lectrique de son moteur).<\/p>\n<p>Pour une \u00e9nergie donn\u00e9e, la procedure de consignation comprend g\u00e9n\u00e9ralement les phases d\u00e9crites ci-apres dont l&rsquo;ordre et la r\u00e9alisation pourront \u00eatre modifi\u00e9s, apr\u00e9s une analyse des risques, en fontion de la sp\u00e9\u00adcificit\u00e9 du cas consid\u00e9r\u00e9 (par exemple, en \u00e9lectricit\u00e9, la mise \u00e0 la terre &#8211; dissipation de l&rsquo;\u00e9nergie accumul\u00e9e &#8211; doit intervenir apr\u00e8s la v\u00e9rification d&rsquo;absence de tension):<\/p>\n<ul>\n<li>a) s\u00e9paration;<\/li>\n<li>b) condamnation et signalisation;<\/li>\n<li>c) dissipation ou r\u00e9tention\/confinement;<\/li>\n<li>d) v\u00e9rification et identification.<\/li>\n<\/ul>\n<p><strong>La s\u00e9paration<\/strong> et <strong>la dissipation<\/strong> doivent se faire au plus pr\u00e8s de la zone d&rsquo;op\u00e9ration afin de faciliter les v\u00e9rifications.<\/p>\n<p><strong>La condamnation<\/strong> (Cadenassage) n\u00e9cessite un verrouillage par un dispositif mat\u00e9riel difficilement neu\u00adtralisable et facilement identifiable. Les moyens de condamnation doivent \u00eatre sp\u00e9cifiques (d\u00e9di\u00e9s). Par exemple, des dispositifs tels que carr\u00e9s, triangles, cadenas standards pour verrouiller une bo\u00eete \u00e0 outils ou un casier ne doivent pas \u00eatre utilis\u00e9s, ou alors leur utilisation, fortement d\u00e9conseill\u00e9e, doit \u00eatre encadr\u00e9e par des mesures d&rsquo;organisation strictes.<\/p>\n<p><strong>La signalisation<\/strong> est g\u00e9n\u00e9ralement r\u00e9alis\u00e9e par une \u00e9tiquette, une pancarte ou le cadenas lui-m\u00eame.<\/p>\n<p><strong>La dissipation<\/strong> consiste \u00e0 \u00e9liminer toutes les \u00e9nergies potentiel les et r\u00e9siduel les ou \u00e0 \u00e9vacuer les produits dangereux: d\u00e9charge d&rsquo;un condensateur, \u00e9limination d&rsquo;une pression, vidange d&rsquo;une canalisation contenant un liquide corrosif, mise au point mort bas d&rsquo;une presse&#8230; Dans le cas o\u00f9 l&rsquo;\u00e9limination n&rsquo;est pas pos\u00adsible, on peut recourir \u00e0 la r\u00e9tention ou au confinement des \u00e9nergies: calage m\u00e9canique d&rsquo;une masse suspendue par exemple.<\/p>\n<p><strong>La v\u00e9rification<\/strong> de l&rsquo;absence de tension, de pression, etc. doit \u00eatre consid\u00e9r\u00e9e comme une op\u00e9ration sur une installation sous tension, en pression, etc. et implique donc la mise en place des mesures de s\u00e9curit\u00e9 n\u00e9cessaires.<\/p>\n<p><strong>La d\u00e9consignation<\/strong> n\u00e9cessite la m\u00eame attention dans la composition et l&rsquo;ordre des \u00e9tapes en fonction d&rsquo;une analyse des risques et de la n\u00e9cessit\u00e9 de tester les modifications mises en \u0153uvre. Elle ne consiste pas syst\u00e9matiquement \u00e0 effectuer les op\u00e9rations inverses de la consignation.<\/p>\n<\/div>            <\/div>\n        \n        \n                <div class=\"clear-both\"><\/div>\n        \n\n    <\/div>\n        <\/section>\n\n    \n\n\n\n\n    \n        <section\n            data-name=\"Contenuto testuale con immagine\"\n            class=\"bow-gte-testo-media u-spacer-base\"\n            id=\"\"\n        >\n            \n<div class=\"o-text-media px-side-spacer sm:px-side-spacer-sm lg:px-side-spacer-tablet 2xl:px-side-spacer-desktop flex flex-wrap items-start flex-col\">\n\n    \n\n                    <div \n                class=\"order-2 relative w-full\"\n            >\n                <div\n                    class=\"pt-6 space-y-6 w-full md:pt-0 md:space-y-4 lg:space-y-8 xl:space-y-9\"\n                >\n                    \n        <div                class=\"m-headings\"\n            >\n    \n    \n<h2 class=\"a-heading text-left text-primary font-heading text-2xl lg:text-3xl xl:text-4xl font-normal mt-2 first:mt-0\">\n                    M\u00e9thodes alternatives    <\/h2>\n        <\/div>\n    \n<div class=\"a-text font-text text-base normal mt-8 first:mt-0 space-y-4\">\n    <p>La m\u00e9thodologie LOTO ne peut pas toujours \u00eatre utilis\u00e9e. Prenons l&rsquo;exemple de l&rsquo;acc\u00e8s \u00e0 une zone dangereuse o\u00f9 un robot doit \u00eatre configur\u00e9 \u00e0 l&rsquo;aide d&rsquo;une tablette d&rsquo;apprentissage.<br \/>\nDans ce cas, je dois m&rsquo;assurer que tous les mouvements sont arr\u00eat\u00e9s gr\u00e2ce \u00e0 des boucles de s\u00e9curit\u00e9 (verrouillages &#8211; logique de s\u00e9curit\u00e9 &#8211; contacteurs &#8211; actionneurs) qui doivent \u00eatre conformes \u00e0 la norme EN ISO 13849 ou \u00e0 d&rsquo;autres normes de s\u00e9curit\u00e9 fonctionnelle.<br \/>\nCe n&rsquo;est qu&rsquo;un exemple. Je peux utiliser d&rsquo;autres m\u00e9thodes qui garantissent un niveau de s\u00e9curit\u00e9 propice, \u00e0 condition qu&rsquo;une v\u00e9ritable analyse des risques soit effectu\u00e9e au pr\u00e9alable.<br \/>\nCette approche est appel\u00e9e \u00ab\u00a0m\u00e9thodes alternatives\u00a0\u00bb dans la norme Z244.1 :<\/p>\n<blockquote><p>Le verrouillage ou l&rsquo;\u00e9tiquetage doivent \u00eatre utilis\u00e9s \u00e0 moins que l&rsquo;utilisateur ne puisse d\u00e9montrer qu&rsquo;une autre m\u00e9thode assure une protection efficace des personnes. Lorsque le verrouillage ou l&rsquo;\u00e9tiquetage n&rsquo;est pas utilis\u00e9, les m\u00e9thodes alternatives ne doivent l&rsquo;\u00eatre qu&rsquo;apr\u00e8s l&rsquo;\u00e9valuation des dangers et la documentation des risques.<\/p><\/blockquote>\n<p>Cette approche est appel\u00e9e \u00ab\u00a0Autres mesures pour pr\u00e9venir les d\u00e9marrages inopin\u00e9s\u00a0\u00bb dans la norme ISO 14118. Voici ce que dit la norme :<\/p>\n<blockquote><p>Lorsque l&rsquo;\u00e9valuation des risques montre que l&rsquo;isolation et la dissipation d&rsquo;\u00e9nergie ne sont pas appropri\u00e9es pour une intervention (par exemple, chargement\/d\u00e9chargement manuel), les mesures suivantes, n\u00e9cessaires pour pr\u00e9venir un d\u00e9marrage inopin\u00e9, doivent \u00eatre prises le cas \u00e9ch\u00e9ant :<\/p><\/blockquote>\n<ul>\n<li>les mesures prises dans le syst\u00e8me de commande pour emp\u00eacher la g\u00e9n\u00e9ration de commandes de d\u00e9marrage \u00e0 la suite d&rsquo;actions involontaires d&rsquo;un dispositif de commande de d\u00e9marrage ou d&rsquo;autres \u00e9l\u00e9ments (par exemple, capteurs, \u00e9l\u00e9ments de commande de puissance), de d\u00e9faillances ou d&rsquo;influences ext\u00e9rieures (vibrations, chocs, perturbations de l&rsquo;alimentation \u00e9lectrique) (voir 6.2) ;<\/li>\n<li>les mesures prises au niveau A, B ou C de la machine (voir figure 1 [ci-dessous]) ou au niveau des \u00e9l\u00e9ments de d\u00e9connexion m\u00e9canique ou des parties mobiles (immobilisation), pour emp\u00eacher les commandes de d\u00e9marrage non intentionnelles entra\u00eenant un d\u00e9marrage inattendu (voir 6.3).<\/li>\n<\/ul>\n<\/div>                <\/div>\n            <\/div>\n        \n        \n    <\/div>\n        <\/section>\n\n
