Une nouvelle norme ISO doit passer par six stades de maturit\u00e9<\/strong> :<\/p>\n

(10) STADE DE LA PROPOSITION<\/strong> : nous sommes au tout d\u00e9but : le tout premier document est appel\u00e9 proposition de nouveau projet de travail (NWIP)<\/strong> et il est soumis au comit\u00e9 pour vote. La personne d\u00e9sign\u00e9e comme chef de projet est nomm\u00e9e sur le formulaire. S’il existe des complications \u00e9ventuelles li\u00e9es aux droits d’auteur, aux brevets ou \u00e0 l’\u00e9valuation de la conformit\u00e9, elles doivent \u00eatre soulev\u00e9es \u00e0 ce stade pr\u00e9coce. Cette \u00e9tape peut \u00eatre omise pour les r\u00e9visions et les amendements aux normes ISO d\u00e9j\u00e0 publi\u00e9es.<\/p>\n

(20) \u00c9TAPE PR\u00c9PARATOIRE<\/strong> : un groupe de travail (WG) est g\u00e9n\u00e9ralement mis en place pour pr\u00e9parer ce que l’on appelle le projet de travail (WD)<\/strong>. Le groupe de travail est compos\u00e9 d’experts et d’un animateur (g\u00e9n\u00e9ralement le chef de projet). Au cours de cette \u00e9tape, les experts continuent de surveiller les questions relatives aux droits d’auteur, aux brevets et \u00e0 l’\u00e9valuation de la conformit\u00e9. Des WD successifs peuvent \u00eatre diffus\u00e9s jusqu’\u00e0 ce que les experts soient convaincus d’avoir \u00e9labor\u00e9 la meilleure solution possible. Le projet est ensuite transmis au comit\u00e9 de tutelle du groupe de travail, qui d\u00e9cide de l’\u00e9tape suivante (comit\u00e9 ou enqu\u00eate).<\/p>\n

(30) \u00c9TAPE DU COMIT\u00c9<\/strong> : cette \u00e9tape est facultative. Au cours de cette \u00e9tape, le projet du groupe de travail est partag\u00e9 avec les membres du comit\u00e9 de tutelle. Si le comit\u00e9 utilise cette \u00e9tape, le projet de comit\u00e9 (CD)<\/strong> est distribu\u00e9 aux membres du comit\u00e9 qui commentent et votent<\/strong> en utilisant le portail de vote \u00e9lectronique. Des CD successifs peuvent \u00eatre diffus\u00e9s jusqu’\u00e0 ce qu’un consensus soit atteint sur le contenu technique.<\/p>\n

(40) STADE D’ENQU\u00caTE<\/strong> : Le projet de norme internationale (DIS)<\/strong> est soumis au Secr\u00e9tariat central de l’ISO par le responsable du comit\u00e9. Il est ensuite diffus\u00e9 \u00e0 tous les membres de l’ISO qui disposent alors de 12 semaines pour voter et formuler des commentaires. Le DIS est approuv\u00e9 si les deux tiers des membres P<\/strong> du TC\/SC y sont favorables et si pas plus d’un quart du nombre total de votes exprim\u00e9s n’est n\u00e9gatif. Si le DIS est approuv\u00e9 et qu’aucune modification technique n’est introduite dans le projet, le projet est directement publi\u00e9. Toutefois, si des modifications techniques sont introduites, l’\u00e9tape du FDIS est obligatoire.<\/p>\n

(50) \u00c9TAPE D’APPROBATION<\/strong> : Cette \u00e9tape sera automatiquement saut\u00e9e si le DIS a \u00e9t\u00e9 approuv\u00e9 et qu’aucune modification technique n’a \u00e9t\u00e9 introduite. Cependant, si le projet incorpore des modifications techniques suite \u00e0 des commentaires au stade du DIS (m\u00eame si le DIS a \u00e9t\u00e9 approuv\u00e9), l’\u00e9tape FDIS devient obligatoire. Si ce stade est utilis\u00e9, le projet final de norme internationale<\/strong> (FDIS) est soumis au Secr\u00e9tariat central de l’ISO (ISO\/CS) par le responsable du comit\u00e9. Le FDIS est ensuite distribu\u00e9 \u00e0 tous les membres de l’ISO pour un vote de 8 semaines. La norme est approuv\u00e9e si une majorit\u00e9 des deux tiers des membres P du TC\/SC est favorable et si pas plus d’un quart du nombre total des votes exprim\u00e9s n’est n\u00e9gatif.<\/p>\n

(60) STADE DE LA PUBLICATION<\/strong> : \u00c0 ce stade, le secr\u00e9taire soumet le document final pour publication via l’interface de soumission. Toutefois, si la norme a franchi l’\u00e9tape de l’approbation, le gestionnaire peut soumettre les r\u00e9ponses du chef de projet aux commentaires des organismes membres sur le FDIS. Seules des corrections \u00e9ditoriales sont apport\u00e9es au texte final. La norme est publi\u00e9e par le Secr\u00e9tariat central de l’ISO en tant que norme internationale.<\/p>\n<\/div> <\/div>\n \n \n
