became increasingly apparent.<\/p>\n<p>In 1995, UL formally transitioned the internal desk-drawer requirements into a published Outline of Investigation (OOI) for Industrial Control Panels. This represented a major milestone because the requirements were no longer simply internal guidance used by UL engineers. They became a publicly recognized technical document that could be referenced by manufacturers, inspectors, and other certification organizations.<\/p>\n<p>The first published Outline of Investigation for Industrial Control Panels was issued in 1995. Under this approach, qualified panel shops could construct custom industrial control panels in accordance with UL requirements and apply UL labels at their manufacturing facilities.<\/p>\n<p>This represented a major shift from the traditional product certification model.<\/p>\n<p>Historically, UL certification primarily focuses on mass-produced products submitted for testing and evaluation.
